Penelope Kay, Union Public Schools’ director of special services, was honored in June as the 2017 Director of the Year by the Oklahoma Directors of Special Services (ODSS).

ODSS is the Oklahoma Directors of Special Services organization and is part of CCOSA.  Annually, the organization honors a director who exemplifies excellence in providing leadership at the state and district level and in promoting high standards in meeting the needs of special education students.

“ODSS is so proud of Penny and proud to honor her for, essentially, a career filled with passionate work on behalf of public schools, building educational opportunities for children with disabilities,” says Deborah Wolin, associate director for special services at Union Public Schools.

Kay joined Union Public Schools in the summer of 2008 as director of special services.  She came to the district with 21 years of experience at Tulsa Public Schools, where she held various special services teaching, counseling and administrative positions.

Kay obtained her bachelor’s degree in education from the University of Oklahoma, her master’s degree in education from Northeastern State University and holds a doctorate in Educational Administration from Oklahoma State University.
