One of the most important governing documents to the citizens of Tulsa is their City Charter. Yet at times it also seems to be the most misunderstood. In Oklahoma, cities over a certain population are permitted to establish self-governance by the adoption of a City Charter. Often referred as the “organic law” of the city, the charter is the voice of the voters on how they want their government run and by whom. It is also the conveyance of power from the people of the city to those chosen to govern the city. Those elected to office take an oath to uphold the powers and duties granted to them by the voters through the charter. We are not elected to expand powers not expressly provided by the citizens.

“Willie Earl Clark’s world was music. Whether it was playing music, arranging music, listening to music, teaching music or making sure the acoustics and sound system was perfect for other artists, this was his life. Each day was filled with music. On Saturday, July 3, I had the privilege of speaking at Earl Clark’s funeral held at the Morning Star Baptist Church, of which Earl was a dedicated member for many years.

Though his first name was Willie, we all knew him as Earl Clark. Now when you think of Earl, what comes to mind? Of course, we remember him as a great entertainer, phenomenal jazz and blues saxophonist, a fantastic vocalist too, band leader, dedicated music educator – lover of jazz and blues.
