TALL COTTON: Tulsa District 5 Councilor Sam Roop has announced his resignation from the Tulsa City Council to become the Chief Administrative Officer for the City of Tulsa effective February 18. His salary increases from $18,000 to over $90,000. A special election will be held for his council seat.


These are interesting times at the Tulsa City Hall, and where and when the commotion will settle down, no one seems to know. Petitions were filed with the city clerk for the recall of two city councilmen, Christopher S. Medlock, councilman for District 2 and James S. Mautino, Sr., councilman for District 6. District 5 councilor Sam Roop has announced his resignation from the Tulsa City Council. Roop, a one-time member of the anti-Mayor LaFortune “Gang of Five,” has become the Chief Administrative Officer for the City of Tulsa effective Feb. 18 with a salary increase of approximately $75,000 to over $90,000 per year.

The other Tulsa city councilors are Jack R. Henderson, District 6; Roscoe H. Turner, District 3; Tom Baker, District 4; Randall Lynn Sullivan, District 7; William Christensen, District 8; and Susan Neal, District 9.

The charter for the City specifies that a special election be held in District 5 to elect a new representative to replace Roop, but in the case of the recall of Medlock and Mautino, if there is a recall, depending on the date of the action, the city council will decide on an election date for candidates to fill the seats or they will appoint someone to come in until the next election without giving the people of those districts a chance to decide.

The petitions were hand delivered to the city clerk and other locations on Feb. 15. The clerk must verify the information on the petitions before any action can be taken.
